这属于合同法里面的要约的效力问题。依楼主的意思该发盘行为符合要约的条件。
要约的效力由要约人确定，6月10日发盘的效力为自美国公司收到该发盘时间时起到6月30日止。
根据我国合同法第18条：要约的撤回通知应当在要约到达受要约人之前或者与要约同时到达受要约人。以及第19条：有下列情形的要约不得撤销：（1）要约人确定了承诺期限...........
依正常情况，显然6月20日的撤销要约的通知在6月10日的要约到达美国公司之后且在要约规定的承诺期限内，故该撤销行为无效，6月10日的发盘仍然有效。另，因为美国公司没有对要约的内容做实质性改变，而是无条件接受，所以美国公司在6月22日接受要约的行为有效。
综上所述，如果美国公司要求上海外贸公司履行6月10日的发盘，而上海外贸公司不履行则视为违约
